RWE's target annual all Scopes emissions for 2040 should be equal to 0 Kt = 0% * 112,300 Kt, according to the company's stated climate goal.
In order to achieve this goal, RWE would need to reduce its emissions at least by -5,911 Kt per annum over the period from 2022 to 2040:
-5,911 Kt = ( 0 Kt - 112,300 Kt ) / (2040 - 2021)
This translates into a -5.3% reduction in 2022.

RWE reported Total CO2e Emissions - Location-Based Scope 1 + Scope 2 for the twelve months ending 31 December 2021 at 89,600 Kt (+16,300/+22% y-o-y). At the sime time, carbon intensity declined to 3,078 t (-1,495 /-32.7% y-o-y).

The company is committed to achieving carbon neutrality for all Scopes by 2040, which translates into the estimated reduction of -5,911 Kt per annum over the period of FY2022 - FY2040. This target, however, has not been recognised as science-based (and as aligned with Paris Agreement) by the SBTi.
The company is committed to reducing Scope 3 by 30% by 2030 from a base year 2019, which it appears to have already achieved as of 2021. This science-based target is aligned with Paris Agreement to limit global warming to <2°C above pre-industrial levels.
RWE aims to achive carbon neutrality across its entire value chain (all Scopes) in 2040. Companies normally become carbon neutral with the help of the acquisition of carbon offsets rather than absolute reductions in their own greenhouse emissions. Also, carbon neutrality does not include non-CO2 GHG emissions.
